I finally swapped out my 3060ti with a 1050ti and all the lag stopped, which leads me to believe that this is a drivers issue. I ran stress tests on my GPU that showed it was working optimally. reverted to an older version of the game (2.8) unsubscribed from all mods and deleted mod files to make sure none were running reinstalled the game after uninstalling and deleting any remaining files closed all game overlays (NVidia and Steam) This is both in-menu and in-game, with no uptick in GPU, CPU, or RAM use. ~30 seconds and last anywhere from 5-10 seconds before the game became responsive again. There has not been a single instance of the game where this problem has not occurred, whether in multiplayer or singleplayer. I have been troubleshooting this issue since then. I reinstalled the game two days ago after buying the new DLC and building a new computer. I posted in this thread yesterday in regards to experiencing major lag-spikes, both in-menu and in-game.
